U.S. Telcom Service Areas Spatial Query Tele Atlas

	This service provides information on telcom service areas, including name, abbreviation, and state. The service includes Incumbent Local Exchange Carrier (ILEC) areas. An ILEC boundary identifies the geographic area within which the incumbent has been granted a Certificate of Convenience (operating authority) to provide local exchange telephone service. The ILEC is the "carrier of last resort" in that it is obligated to serve that specific geography as a result of regulatory agreements.
